RETI │ Pinal West–Central Connection

About the project

SRP continues to evaluate transmission system requirements across Arizona to maintain and further enhance grid reliability while increasing the capacity needed to support current and projected load growth. As part of this ongoing planning effort, SRP has identified the need for multiple transmission infrastructure projects, including the addition of 230-kilovolt (kV) and 500 kV transmission lines, as well as associated substation facilities. Collectively, these projects comprise the Regional Energy Transmission Improvements (RETI) initiative.

The first project in this initiative is the Pinal West-Central Connection (PWCC), which is needed for increasing transmission capacity and ensuring the reliable delivery of power to areas experiencing significant growth in demand throughout Pinal County and across the state. Additionally, the project will enhance the overall performance, resiliency and reliability of the transmission system. The project includes the construction of a new 500 kV transmission line designed to accommodate a future 230 kV circuit, and ultimately establishing a double-circuit 500/230 kV transmission configuration.

Key project features:

One new double-circuit 500/230 kV overhead transmission line spanning approximately 50-60 miles.
The transmission line will be primarily steel monopole structures.
The transmission will connect the existing Pinal West Substation to the existing Pinal Central Substation with a tie-in to the future Marigold Substation.

Proposed transmission structure

Steel monopole structures will serve as the primary structure type; however, other steel structure configurations may be utilized. Structure heights typically range from 130 to 200 feet, depending on terrain and clearance requirements associated with crossing roads, existing power lines and other elevated infrastructure.

Project needs and benefits

The Pinal West–Central Connection project is needed to help meet increasing demand associated with rapid growth throughout Pinal County and the state, and support long-term transmission needs identified through SRP’s system planning process. It will also provide additional transmission capacity and operational flexibility, strengthen overall system performance and support the integration of future generation resources serving the region.

Next steps

PWCC will require a Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC). The CEC line siting hearing for the PWCC project is scheduled to commence Aug. 16, 2027.

To support route evaluation and selection, SRP will engage residents, businesses, developers, local jurisdictions and governmental agencies throughout the notification area. Other siting factors in our evaluation include environmental, land use and engineering studies.

Open house

You're invited to the in-person open houses on Nov. 9 and 10 to learn more about the RETI │ Pinal West–Central Connection project.

SRP is providing information on the project and is seeking your input. Attendees of the open house will:

  • Learn more about the project and speak directly with subject matter experts.
  • Hear how this project benefits your community and overall system reliability.
  • View structure types anticipated on this project.

Open houses will begin at 5 p.m. and end at 7 p.m. Registration is recommended but not required.

Your input plays an important role in SRP's route selection process. Comments are welcome throughout the project; however, to develop preliminary preferred and alternative routes, SRP will consider comments prior to January 9, 2027. Routes will continue to be refined through ongoing analysis and public engagement then presented for additional public review and comment at future open houses in 2027.
